About

Tech Innovations

Tech Innovations conceived the Setupuram AI Data Centre, architected the project and invites the right partners into the consortium that will deliver it.

The vision, and the project built from it

Tech Innovations saw what the southern coast of Tamil Nadu could be for artificial intelligence: a 100 MW AI data centre on a single block of coastal land, cooled by the sea, powered by renewable energy, close to the cable corridor, in a State that already hosts India's second-largest data-centre market. From that vision it architected the project: the campus concept, the phasing, the power and cooling strategy, the commercial model, the institutional structure and the route to financial close, set out in a full project proposal and pre-feasibility report.

A project of this scale is delivered by a consortium, and Tech Innovations is bringing together the right partners for every part of it: the developer-operator, the capital, the transmission and marine specialists, the master planner, the contractors, the carriers, the advisers and the anchor customers. Setupuram Limited, the founding member, contributes the land. Every other participant joins a consortium that Tech Innovations built and leads.

What Tech Innovations decides

Tech Innovations owns the project's development: the vision, the architecture, the consortium and the decisions on who takes part. In practice that means Tech Innovations:

  • designs the consortium's architecture and sets the sequence in which partners are engaged
  • identifies, approaches and shortlists partners, screens every capability submission and decides how to proceed
  • leads the engagement with the Government of Tamil Nadu and the other stakeholders
  • commissions and manages the studies that make the site powered, permitted and financeable
  • decides what is shared, with whom, at which stage
  • runs the programme office through development; and
  • will select the developer-operator that leads the project company, alongside the co-investors and lenders it brings in

Mahesh Ramachandran, Project Director, leads the project for Tech Innovations: strategic direction, the relationship with government and institutions, the development of the consortium, programme governance and accountability for execution.

How the project is structured

The project passes through three stages, each with its own vehicle, and Tech Innovations builds the consortium to match.

StageVehicleWho is in itWhat it does
1. Development, nowA development consortium under a consortium agreement and confidentiality agreementsTech Innovations, leading; Setupuram Limited, founding member, contributing the land; the early advisers and partners Tech Innovations brings inStudies, State engagement, partner selection
2. Project formationA project company incorporated in IndiaThe developer-operator Tech Innovations selects as lead sponsor, the infrastructure co-investors it brings in, Setupuram Limited with its land interest, Tech Innovations with its development interestHolds the land rights, contracts the construction, power and tenants, raises debt
3. Financed projectThe project company with its senior lendersAs above, plus the lendersConstruction and operation

Lenders, co-investors and tenants want to contract with a ring-fenced project company led by an established developer-operator. Tech Innovations takes the project to that point and chooses who leads it.

The Setupuram AI Data Centre

A proposed 100 MW AI-ready data centre campus on 200 contiguous coastal acres at Setupuram, Mandapam block, Ramanathapuram district, Tamil Nadu, at the pre-feasibility stage, with up to US$1 billion of infrastructure investment, excluding tenant compute. Tech Innovations has begun informal conversations with prospective partners across several tracks.

The project in seven facts

How partners are chosen

Partners are identified from public information and approached in the order in which their work makes the site powered, permitted and financeable, so that each produces the evidence the others need. Tech Innovations selects against published criteria: relevant experience, financial capacity proportionate to the role, clean compliance and integrity records, no unmanaged conflicts of interest, and willingness to commit resources on a defined timetable. Paid roles are selected by competitive proposal, with the method and the decision recorded. No organisation is named as a member of the consortium until it is one.

Information is shared under confidentiality agreement, by Tech Innovations, to named people. Members may withdraw at stage gates, leaving study results with the consortium. Commitments become binding only as the documents become binding, in sequence.

How partnership works

Nothing on this site is an offer of securities, an invitation to subscribe for shares or debt, a tender or a prequalification. A capability submission creates no entitlement to selection, consortium membership, contract award, equity or access to project information.
