How it works
Questions partners ask
The questions organisations ask before they write to us, answered in the words of the pages they come from.
About the project
What stage is the project at?
Pre-feasibility. The land is held, the proposition is set out in a full project proposal and pre-feasibility report, and the detailed studies (transmission, coastal zone, marine survey, title, geotechnical, cost, market) run next, in parallel, alongside the State's agreement in principle and the forming of the consortium. Nothing is built, financed or approved yet, and the site says so on every page that carries a figure.
Who is behind it?
Tech Innovations, a brand of Commonwealth Inclusive Growth Services Limited, conceived the project, architected it and invites the right partners into the consortium that will deliver it. Setupuram Limited, the founding member of the consortium, contributes the land. The project company, when formed, will be led by the developer-operator Tech Innovations selects.
Is a tenant, an investor or a power connection already secured?
No. No tenant, investor, lender, consortium member, power connection, approval, government memorandum or incentive is secured or implied unless the site says so expressly.
About writing to us
What happens when I submit?
Tech Innovations reads every submission and decides how to proceed. We write to you when the project reaches your area. Some areas are being approached now (Priority engagement); others are held until the project reaches them (Register interest for a later phase). The label is on every area.
Is this a tender?
No. A capability submission or a supplier registration is not a tender, a request for quotation, a prequalification or an award, and creates no entitlement to selection, consortium membership, contract award, equity, exclusivity or access to project information. Paid roles are selected by competitive proposal, with the method and the decision recorded.
Do I have to sign a confidentiality agreement to talk to you?
Not to start. The first conversation is about what you have done and what you propose. Project information beyond this site is shared only after screening and a confidentiality agreement, as approved extracts for your role, not the full report.
Can I read the project report first?
The public summary is on the project page, and each partner area says what the project needs. The report itself is a confidential development document; it is not published and is not sent in full to applicants. Approved extracts follow screening and a confidentiality agreement.
Does a submission commit my organisation to anything?
No. Commitments arise only from the documents in the formal sequence (confidentiality agreement, expression of interest, memorandum, term sheet, agreements), each of which says whether and how far it binds.
Who decides?
Tech Innovations, at every stage of consortium formation. Procurement of equipment and services, once it begins, is decided by the party holding the contract at the time, the project's contractors and the project company, by competitive process.
For particular kinds of organisation
We are an investor or a lender. What are we being asked for?
A conversation between institutions about a possible role in financing an operator-led project company, once the studies, the operator and an anchor tenant are in place. Nothing on this site is an offer of securities; no terms, pricing, returns or subscription route are published, and any securities process would be separate, later, and directed to identified eligible parties through counsel.
We manufacture equipment or provide services. Where do we fit?
On the ninth track, Suppliers, manufacturers and services. Register your organisation now with one comparable supply or project in a sentence. Procurement begins at the design stage, is run by the project's contractors and the project company by competitive process, and registering places you in that pipeline; it is not an order.
We are not an Indian company. Can we take part?
Yes. Every track is open to Indian and international organisations. Some roles carry regulatory requirements in India (for example accreditation for environmental filings, or licences for power supply and telecom services); the track page says where, and we ask about them at the submission stage.
We are a small or newer firm. Is there any point?
Yes, if the work is comparable. Newer specialist firms may present documented pilots and the founding team's record instead of three completed assignments, clearly labelled as such. Scale is judged in the measure that fits your discipline.
When will procurement and appointments start?
In the order in which each partner's work makes the site powered, permitted and financeable: studies and the first professional appointments now; the developer-operator, co-investors, lenders and the marine and power partners before financial close; the design-build contractor and equipment suppliers before construction; operations and tenants after. The stage table on How it works sets it out.
