How it works
How partnership works
Tech Innovations invites the right partners into the consortium. Experience first, then screening by Tech Innovations, then confidentiality, then the formal sequence. No step creates a commitment on either side until the document that records it says so.
Before you write anything
Find the partner area that matches what your organisation has done. Tech Innovations is building the consortium from eight tracks and, within them, 23 partner areas, each described with what the project needs from it and the stage at which Tech Innovations expects to engage it. A ninth track registers suppliers, manufacturers and service providers for procurement that the project's contractors and the project company run by competitive process from the design stage. An area marked Priority engagement is being approached now. An area marked Register interest for a later phase will be approached when the project reaches that stage; a submission now is welcome and is held until then.
The public steps
-
Capability submission
You tell us what your organisation has done that compares with the role, before anything else. The submission asks first for up to three comparable assignments, completed or in operation, with the year, location, your role, the scale in the measure that fits your discipline, the status and a way for us to verify it. Newer specialist firms can present documented pilots and the founding team's record instead, clearly labelled as such. Only then does it ask about your capability, your delivery capacity and what you would propose to contribute. It does not ask for audited accounts, personal identification or proprietary designs; those belong to a later, confidential stage.
A capability submission is not a tender response, a bid or a prequalification, and it creates no entitlement to selection, consortium membership, contract award, equity or access to project information. We do not publish who has submitted.

Screening by Tech Innovations
Tech Innovations reads every submission and decides how to proceed. We may come back with questions. Screening is a judgement made by people against published criteria: relevant experience, financial capacity proportionate to the role, clean compliance and integrity records, no unmanaged conflicts of interest, and willingness to commit resources on a defined timetable. Not every submission leads to a conversation, and the timing of a reply depends on the stage the project has reached in your area.
The formal sequence
Once Tech Innovations has screened an organisation for a role that is open, the project's own sequence begins. Its documents become binding only as commitments firm up.
| Stage | Document | Purpose | Binding? |
|---|---|---|---|
| 1 | Confidentiality agreement | Protect project information | Yes, on confidentiality |
| 2 | Expression of interest | Partner confirms interest and proposed role | No |
| 3 | Memorandum of understanding between consortium members | Roles and commitments | Partly (confidentiality) |
| 4 | Term sheet | Key commercial terms for the project company, the land and roles | Mostly no; some clauses binding |
| 5 | Consortium or development agreement | Governs the development phase | Yes |
| 6 | Shareholders' agreement and project company constitution | Ownership, governance, protections | Yes |
| 7 | Land agreement | Land rights for the project company | Yes |
| 8 | Construction, operations, power and service agreements | Delivery and operation | Yes |
| 9 | Finance documents | Debt and security | Yes |
After the confidentiality agreement, Tech Innovations sends a named person at your organisation the role-specific project material: approved extracts for your discipline, not the full report, with access that can be withdrawn. A controlled data room, with access that is logged and can be withdrawn, is being put in place. Scoping discussions, requests for information and, where the role is paid, a competitive request for proposal follow from there. Paid roles are selected by competitive proposal, with the method and the decision recorded. The decision is Tech Innovations'.
When each partner is engaged
Tech Innovations engages partners in the order in which their work makes the site powered, permitted and financeable. This is why each partner area carries a stage label.
| Stage | Partners engaged | Purpose |
|---|---|---|
| 1. Before financial close | Developer-operator, co-investor, lead lenders, transmission consultant, renewable supply partner, coastal and marine team, master planner, owner's engineer, fibre carriers, market adviser, counsel | Make the site powered, permitted and financeable |
| 2. Before construction | Design-build contractor, marine contractor, substation and transformer suppliers, architect of record, insurers | Fix design, price and schedule |
| 3. During construction | Civil, MEP, marine and line contractors; commissioning authority | Build |
| 4. Before commissioning | Certification bodies, operations and maintenance providers, security, OEM service teams | Prove and prepare operations |
| 5. Commercial | Anchor and further tenants, AI cloud and sovereign programmes | Fill capacity |
| 6. Ecosystem | Chip and server vendor programmes, universities, AI companies | Differentiate and grow the campus |
Anchor tenant conversations begin earlier than the table alone suggests, because a letter of intent from an anchor tenant is one of the conditions for forming the project company. Organisations in that track should treat it as a priority engagement. The developer-operator that will lead the project company is the most important appointment Tech Innovations will make.
Principles that hold throughout
The owner's engineer reports to the project company and its lenders, not to the contractor. Marine feasibility and coastal approvals stay independent of any cooling vendor's sales case. Chip vendors, server makers and cloud companies enter through defined technical or commercial roles; their presence does not establish investment or tenancy. Public statements about the cooling system and the status of approvals follow marine data and filings.
Information is shared under confidentiality agreement, by Tech Innovations, to named people. Members may withdraw at stage gates, leaving study results with the consortium.
Institutional investment and funding partnership interest
Investors, lenders and financial advisers enter the same way as every other partner, through Tech Innovations: a capability submission describing the institution, its investment remit as publicly stated, its usual scale and stage, and its relevant precedents, followed by screening and a confidentiality agreement. What follows is a conversation between institutions about a possible role in the project company's financing. Nothing on this site is an offer of securities, and no pricing, terms, returns or subscription route are published here. Any securities process is separate, directed to identified parties and led by counsel.
Find your partner area
Eight tracks, 23 partner areas, each with the stage at which the project expects to engage it.
A capability submission is not a tender, a bid, a prequalification or an award. Selection for paid roles is by competitive proposal. The project does not grant exclusivity by receiving a submission. Organisations must disclose conflicts of interest. Submissions contain other organisations' confidential material and are handled under the privacy notice on this site.
