Partner areas
All 23 partner areas
Tech Innovations is building the consortium from twenty-two core areas and insurance; suppliers, manufacturers and service providers register separately on the ninth track (/opportunities/suppliers-and-services/). Each is listed here once, with what the project needs from it and the stage at which Tech Innovations expects to engage it, grouped under the eight partner tracks.
How to read this page
Priority engagement means Tech Innovations is approaching this area before financial close. Register interest for a later phase means a submission is welcome now and is held until the project reaches that stage. Within the priority group Tech Innovations approaches a small number of partner types first, chosen because each produces the evidence the others need. Setupuram Limited, the founding member, contributes the land; no other organisation is named on this site as a member until it is one.
Track 1 of 8
Institutional investment and funding partnership interest
What this track needs and what to show
20.18 Infrastructure funds and equity investors
Equity of the order of the project's own estimate is designed to come from the developer-operator and infrastructure co-investors who join the project company, as in most large Indian data-centre platforms.
Priority engagement
20.17 Lenders
The project will be financed through an operator-led project company with infrastructure lenders, on long tenors, against a documented security package after the studies, operator selection and an anchor tenant.
Priority engagement
20.16 Investment banks and financial advisers
A US$1 billion programme benefits from advisers at more than one level: rupee debt syndication, a specialist in energy transition and digital infrastructure, and global equity reach, with conflict-free advice to the sponsors.
Priority engagement
20.13 Strategy and advisory firms
Strategy firms can support the market study, the State partnership case and the commercial model; several also advise governments on digital infrastructure policy.
Priority engagement
Track 2 of 8
Operators and anchor customers
What this track needs and what to show
20.8 Data-centre developers and operators
The developer-operator is the most important partner. It brings equity, lenders, a design standard and tenant relationships, and would lead the project company.
Priority engagement
20.1 Hyperscalers and anchor tenants
The project needs one or two anchor tenants whose long-term commitment makes the campus financeable. Hyperscalers are the most financeable tenants, though they generally build their own campuses or contract through established operators.
Priority engagement
20.2 AI cloud and GPU-as-a-service operators
GPU cloud operators running training and batch inference are the most probable tenants for a latency-tolerant site. Several Indian providers are empanelled under the IndiaAI Mission.
Priority engagement
20.21 Operations and facilities management
The operator runs the campus; specialist firms support it.

Track 3 of 8
Compute and digital technology
What this track needs and what to show
20.3 Chips and accelerators
Chip makers do not invest in campuses, but their reference designs and certification programmes set the standard tenants buy to.
Register interest for a later phase
20.4 Servers and systems
Server makers supply tenants, not the campus, but their rack designs fix floor loading, manifolds and coolant interfaces.
Register interest for a later phase
20.5 Networking
The operator owns the campus optical layer and meet-me rooms; tenants buy their own compute fabrics.

Track 4 of 8
Power and energy
What this track needs and what to show
20.9 Power: utilities, renewable producers, transmission and storage
Power is the critical path. The State utilities decide the connection; private generators can supply contracted renewable power.
Priority engagement
Track 5 of 8
Cooling and marine
What this track needs and what to show
20.7 Seawater and marine heat-exchange engineering
This is the site's distinctive feature and its largest permitting risk. The project will own the studies and permits, and offer the build to marine contractors.
Priority engagement
20.15 Environmental and coastal consultants
Only accredited consultants can file environmental impact assessments; the project needs high tide line demarcation, coastal regulation work, marine ecology and plume modelling, and fisheries consultation.
Priority engagement
20.6 Liquid cooling
Current AI racks require liquid cooling. The cooling supply chain consolidated in 2025 and 2026 into the large electrical and HVAC groups.
Register interest for a later phase
Track 6 of 8
Engineering and delivery
What this track needs and what to show
20.11 Master planners and design consultants
The project needs a master plan and a basis of design for a high-density, liquid-cooled campus on a cyclone-exposed coast, with international peer review and technical due diligence capability.
Priority engagement
20.12 Cost consultants and project managers
An independent cost consultant prepares the itemised estimate that investors and lenders rely on, and a project manager controls cost, programme and quality through construction.
Priority engagement
20.20 Independent engineers
The project needs an owner's engineer during development and a lenders' engineer for technical due diligence on the data-centre, power and marine elements.
Priority engagement
20.14 EPC contractors
Lenders prefer one accountable design-build contractor with performance guarantees for the halls, and separate packages for the high-voltage and marine works.

Track 7 of 8
Connectivity
What this track needs and what to show
20.10 Fibre and subsea cable
Two physically separate fibre routes are a precondition for any tenant.
Priority engagement
Track 8 of 8
Professional ecosystem
What this track needs and what to show
20.19 Legal and tax advisers
The project needs lead corporate and project counsel, power and environmental counsel, title due diligence on revenue records, and tax structuring and incentive advice.
Priority engagement
20.23 Insurance and risk partners
Insurance is additional to the twenty-two core areas but deserves early attention at a cyclone-exposed coastal site, because insurers ask the questions lenders and operators will ask.
Register interest for a later phase
20.22 Universities and skills partners
The project needs research partners in AI and ocean engineering, coastal studies, a local technician and engineer pipeline, graduate recruitment and training funding and certification.

Comparable work first. Screening by people. Nothing committed on either side until the document that records it says so.
The numbering follows Chapter 20 of the project's Project Proposal and Pre-Feasibility Report. Tech Innovations identifies potential partners from public information and invites the right partners to join; none is named here and none is a member unless Tech Innovations has said so in writing. A capability submission creates no entitlement to selection, consortium membership, contract award, equity or access to project information.
